Ya, way too much. If you compare it to other velomobiles, a fully carbon velomobile is ~$13,000. If you simply look at price you can get an electric motorcycle from a number of manufactures for that price, including some like the Arcimoto that carries two and has an option for full enclosure for complete weather protection.

Italian flair? Not sure if Barbagallo promoted the design that way or if New Atlas thinks that if it's from Italy it must be well-designed. This looks like it was made by school students.
An Arcimoto is quite basic, but still packs more thoughtful design than this.

For that much money you can buy a small and very efficient car which will run well and last more than long enough for battery technology to mature a lot more. And along the way someone else will design a velomobile at an attractive price & feature set. Next!
