Never happen. It has very little immediate military value, so they won't do it. It also doesn't really require the theft of highly classified technology, so there's no fun in it. Oh, and it would make the Three Gorges dam look like putting in a sidewalk as far as expense goes. Never happen.

The ambition of China is amazing. On the one hand, national promotion, yes.
But their focus on advancing technology clearly highlights some science and engineering advisors are in at the top.

Building these things raise national prestige, like erecting very tall skyscrapers, or endeavouring on space projects that no nation has attempted before.

Didn't I read somewhere in these very pages that there's a new laser technology being developed that would make large particle colliders obsolete?
